Diplomatic talks including US, Moscow, and Kyiv officials are underway in Abu Dhabi this Tuesday, representing the most recent stage in attempts to achieve a peace agreement to end the continuing war in the region.
American military Secretary Dan Driscoll apparently held talks with a Russian delegation on Monday night, with discussions proceeding into Tuesday.
“Negotiations are advancing smoothly with continued optimism. Secretary Driscoll is closely synchronised with the White House ... as these talks progress,” an official representative commented.
The Ukrainian military intelligence chief, Kyrylo Budanov, was scheduled to take part in the meetings, though details were vague whether direct engagement with Russian representatives would happen or if distinct one-on-one sessions would be conducted.
The composition of the Russian team was not immediately clear. “No comment is available. Our position is to monitor press coverage,” a Kremlin representative told state media.
The current meetings come after recent discussions in a European nation where American and Kyiv representatives revised a draft American proposal for resolving the war.
Russia has so far not accepted the latest version of the proposal and is unlikely to accept many of the Kyiv changes.
Russia’s top diplomat, the Russian diplomat, emphasized that any amended peace plan must reflect the “essence and wording” of what was agreed during earlier high-level meetings between the two countries.
European officials are reportedly struggling to stay engaged in the process as American officials drive the efforts.
Finland’s president, Alexander Stubb, who has stepped forward as a key mediator between Washington and EU officials, stated that the coming days would be decisive in attempts to secure a resolution.
He allegedly held discussions with the Ukrainian president and the alliance representatives, emphasizing that “Decisions about Ukraine’s future rest with its people, and European security is for Europe to decide.”
At the same time, the French leader, Emmanuel Macron, cautioned against a agreement that would amount to a “capitulation” for the nation.
“Terms presented suggest what Russia could agree to. But does this imply it should be endorsed by Ukraine and Europe? Absolutely not,” he stated.
The US plan was reportedly made up of numerous clauses and was drawn from discussions between American and Moscow representatives, with contributions from Kyiv defense authorities.
Major aspects of the proposal allegedly included:
The US representative allegedly went to Kyiv to brief the Ukrainian president on the proposal and urge rapid approval.
The pressure, combined with the leaking of the proposal, apparently shocked Kyiv and EU officials.
Zelenskyy stated that the country was facing one of the toughest periods in its existence and was being forced to choose between “surrendering honor or sacrificing a vital partner.”
Subsequently, Driscoll briefed Nato ambassadors on the proposal in the capital, with one participant describing it as “an extremely difficult session” and stating that EU officials were stunned by both the substance and tone of the presentation.
The US administration later softened its position, stating that the 28-point proposal was an “opening point for discussion” rather than a final demand.
As diplomatic efforts proceed, Russian forces has continued its regular attacks on Ukraine’s cities.
Russian forces allegedly fired dozens of missiles and hundreds of unmanned aircraft at objectives in and around Kyiv, according to Kyiv reports.
Zelenskyy stressed that Moscow must not feel it could win the conflict while talks were ongoing.
“What matters most now is that all partners move toward diplomacy together, through joint efforts. Pressure on Russia must deliver results,” he affirmed.
Kyiv’s leader reported that seven people had been fatally injured in the overnight assault on the city.
